DIRECTING THE DEPARTMENT OF FINANCE AND ADMINISTRATIVE SERVICES TO WORK IN CONJUNCTION WITH THE DEPARTMENT OF FAMILY AND COMMUNITY SERVICES TO REPAY FUNDS TO THE FEDERAL DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT RELATED TO THE CIBOLA LOOP AFFORDABLE HOUSING PROJECT; MAKING AN APPROPRIATION.
WHEREAS, Albuquerque's West Side has been rapidly growing and residents deserve amenities close to them; and
WHEREAS, Cibola Loop is central to Albuquerque's Council District Five; and
WHEREAS, the City of Albuquerque purchased Cibola Loop with Community Block Development Grant (CDBG) funds with the intention of building affordable housing; and
WHEREAS, the City must repay the Federal Department of Housing and Urban Development for land purchased with CDBG funds if the City no longer intends to use the land for a CDBG eligible use; and
WHEREAS, the Cibola Loop neighborhood is already a high-density neighborhood that is better served by providing city services to the community, which has identified other needs for District Five; and
WHEREAS, there are currently no public libraries in District Five of Albuquerque; and
WHEREAS, there is currently only one community center and there are no multi-generational centers in District Five; and
WHEREAS, there is only one pool in Northwest Albuquerque and it is owned by the County (Paradise Hills) and there are no City-owned pools in District Five; and
