DIRECTING THE DEPARTMENT OF FINANCE AND ADMINISTRATIVE SERVICES TO WORK IN CONJUNCTION WITH THE DEPARTMENT OF FAMILY AND COMMUNITY SERVICES TO REPAY FUNDS TO THE FEDERAL DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT RELATED TO THE CIBOLA LOOP AFFORDABLE HOUSING PROJECT; MAKING AN APPROPRIATION.
WHEREAS, Albuquerque’s West Side has been rapidly growing and residents deserve amenities close to them; and
WHEREAS, Cibola Loop is central to Albuquerque’s Council District Five; and
WHEREAS, the City of Albuquerque purchased Cibola Loop with Community Block Development Grant (CDBG) funds with the intention of building affordable housing; and
WHEREAS, the City must repay the Federal Department of Housing and Urban Development for land purchased with CDBG funds if the City no longer intends to use the land for a CDBG eligible use; and
WHEREAS, the Cibola Loop neighborhood is already a high-density neighborhood that is better served by providing city services to the community, which has identified other needs for District Five; and
WHEREAS, there are currently no public libraries in District Five of Albuquerque; and
WHEREAS, there is currently only one community center and there are no multi-generational centers in District Five; and
WHEREAS, there is only one pool in Northwest Albuquerque and it is owned by the County (Paradise Hills) and there are no City-owned pools in District Five; and
WHEREAS, there are currently two multi-Generational centers in the City and both are on Albuquerque’s East Side; and
WHEREAS, design plans for a multi-generational center for District Five are currently underway; and
WHEREAS, Albuquerque’s Westside residents should have equal access to the amenities that the City provides; and
WHEREAS, Cibola Loop is close to a high school, a police station, a fire station, and residential neighborhoods, making it a perfect location for community amenities.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
SECTION 1. The Department of Finance and Administrative Services (DFAS) is directed to work with the Department of Family and Community Services (FCS) for the purpose of repaying the Federal Department of Housing and Urban Development (HUD), using non-federal funds, related to the development of the Cibola Loop Affordable Housing Project, as the land purchased by funds will no longer be used for an Eligible Use of the Community Block Development Grant, as defined by HUD.
SECTION 2. The following appropriation is made from the available fund balance in the following program for Fiscal Year 2023:
