APPROVING AND AUTHORIZING THE FILING OF A GRANT APPLICATION FOR RAPID TRANSIT OPERATING COSTS WITH THE FEDERAL TRANSIT ADMINISTRATION (FTA) OF THE U.S. DEPARTMENT OF TRANSPORTATION AND PROVIDING FOR AN APPROPRIATION TO THE TRANSIT DEPARTMENT.
WHEREAS, Congestion Mitigation and Air Quality (CMAQ) funds in the amount of $3,010,080 are available from the U.S. Department of Transportation; and
WHEREAS, the Environmental Protection Agency has classified the City of Albuquerque and Bernalillo County as a “maintenance area” for carbon monoxide; and
WHEREAS, the Albuquerque Rapid Transit Operating Program is one of the projects identified in the 2016-2021 Transportation Improvement Program (TIP) that will ultimately provide another type of transit service within the Albuquerque Urbanized Area; and
WHEREAS, the encouragement of the use of alternative transportation to improve air quality and decrease traffic congestion has been identified as a program strategy related to Goal 3 on Public Infrastructure of the City’s Five-Year Goals Plan; and
WHEREAS, the City desires to appropriate these funds and City funds in the amount of $512,954 from Transit Operating Fund 661 for the local match and includes the City’s portion of Indirect Overhead (IDOH).
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. That the application for aid for financing of public transportation projects pursuant to 49 U.S.C., 5307 with the Federal Transit Administration of the U.S. Department of Transportation in the amount of $3,010,080 is hereby approved, and its acceptance and filing with the appropriate official or office is in all respects approved.
Section 2. That upon award, funds in the amount of $3,523,034 consisting of $3,010,080 in federal funds from the Federal Transit Administration which include $371,841 for IDOH, and $512,954 from the Transit Operating Fund 661 which includes $71,060 for IDOH is hereby appropriated to the Transit Department in the Transit Grant Fund 663 for Fiscal Year 2023.
Section 3. That in the event this grant is received, upon execution of an agreement of the parties, the amounts indicated above will be appropriated in their respective fund, with the provision the amount will be adjusted to reflect actual Federal participation and the corresponding percentage of required local matching funds.
