Amending Resolution-21-148, Establishing One-Year Objectives For The City Of Albuquerque In Fiscal Year 2022; To Include A Zero Fare Transit Pilot Objective To Meet Five-Year Goals (Davis, Sena, Pe?a, Benton)

WHEREAS, Section 4-10(b) of the City Charter specifies that the Council annually review and adopt one-year objectives related to the five-year goals for the City, as a basis for budget formulation and other policies and legislation; and
WHEREAS, the Mayor and the Council adopted Resolution (R)-21-148 the one-year objectives for the City for Fiscal Year 2022 (FY/22); and
WHEREAS, the Mayor and the Council adopted a budget priority for the Fiscal Year of 2021 to begin the process of eliminating transit fares and the Transit Department has since eliminated fares for seniors and students; and
WHEREAS, transit fare revenues, less the cost to collect such revenues, account for approximately 4.5% of the Transit Budget and transit fares are substantially paid for by local and federal taxes; and
WHEREAS, eliminating transit fares reduces barriers to transit use, improving economic opportunity and prosperity for transit users; and
WHEREAS, increased transit usage would result in less cars on the road and less emissions in our city; and
WHEREAS, the Mayor and the Council adopted R-21-147, an operating budget for the City of Albuquerque of which $3,000,000 is a non-recurring allocation for the purpose of continuing a Free Fare program for ABQRide through June 30, 2022.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. That the language adopted in R-21-147 on page 6 lines 19 and 20 is replaced with the following language;
"Of this amount, $3,000,000 is a non-recurring allocation for the purpose of implementing a Zero Fare program ...
