Utilizing Available General Fund Balance To Add A Lateral Police Officer Class; Providing An Appropriation To APD In The General Fund In Fiscal Year 2019 (Harris, Borrego)

UTILIZING AVAILABLE GENERAL FUND BALANCE TO ADD A LATERAL POLICE OFFICER CLASS; PROVIDING AN APPROPRIATION TO APD IN THE GENERAL FUND IN FISCAL YEAR 2019.

WHEREAS, the City and the Albuquerque Police Officers Association (APOA) recently signed a two-year collective bargaining agreement that included significant hourly and longevity pay increases; and

WHEREAS, the number of officers on the force plus cadets in the Academy is expected to reach 950 by December 2018; and

                     WHEREAS, the interest in joining APD from other law enforcement agencies has surpassed expectations; and

WHEREAS, fighting crime continues to be the overwhelming priority of the community; and

WHEREAS, APD expects to have enough interest to seat a third lateral class of 40 officers in January 2019; and

WHEREAS, available, uncommitted, non-recurring General Fund balance has been identified - from additional GRT revenue in FY/18; and

WHEREAS, the City intentionally built the FY/19 Budget to roll-forward eight million dollars in excess recurring revenue for FY/20 that will be used to cover recurring costs of additional police officers.

BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:

                     Section 1. The following is hereby appropriated for Fiscal Year 2019:
