Establishing Federal Priorities For The City Of Albuquerque (Lewis)

ESTABLISHING FEDERAL PRIORITIES FOR THE CITY OF ALBUQUERQUE.
WHEREAS, the City of Albuquerque and the Government of the United States of America share goals, missions and responsibilities; and
WHEREAS, the City of Albuquerque and municipalities have for generations partnered with the Federal Government in projects and programs that improve the health, welfare and safety of the people of the United States.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. CITY FEDERAL PRIORITIES: the City of Albuquerque supports the following priorities for pursuing Federal resources:
Mental Health.
- Advocate for funding for behavioral health grants, including grants for mental health care for the homeless, substance abuse, transitional living crisis care, intensive day treatment and recovery and rehabilitation programs.
Law Enforcement.
- Advocate for funding to develop programs and facilities to train law enforcement officials on best practices, scenario based training in the use of force, interactions with the mentally ill, crisis intervention, tactical deployment, and implementation of functional internal accountability systems and police/community collaborative programs.
Economic Development.
- Programs and tax credits that assist the efforts of local governments to aid entrepreneurs' in founding and growing businesses.
- The funding necessary for the Air Force Units and the government agencies and contractors associated with Kirtland Air Force Base to successfully accomplish their missions; and including the remediation of the subterranean fuel plume and the contaminated land fill sites located on Kirtland.
