Establishing Federal Priorities For The City Of Albuquerque (Lewis)

ESTABLISHING FEDERAL PRIORITIES FOR THE CITY OF ALBUQUERQUE.

                     WHEREAS, the City of Albuquerque and the Government of the United States of America share goals, missions and responsibilities; and

                     WHEREAS, the City of Albuquerque and municipalities have for generations partnered with the Federal Government in projects and programs that improve the health, welfare and safety of the people of the United States.

BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:

                     Section 1. CITY FEDERAL PRIORITIES: the City of Albuquerque supports the following priorities for pursuing Federal resources:
                     Mental Health.

                            -                     Advocate for funding for behavioral health grants, including grants for mental health care for the homeless, substance abuse, transitional living crisis care, intensive day treatment and recovery and rehabilitation programs.

                     Law Enforcement.

                            -                     Advocate for funding to develop programs and facilities to train law enforcement officials on best practices, scenario based training in the use of force, interactions with the mentally ill, crisis intervention, tactical deployment, and implementation of functional internal accountability systems and police/community collaborative programs.

                     Economic Development.

-                     Programs and tax credits that assist the efforts of local governments to aid entrepreneurs’ in founding and growing businesses. 

-                     The funding necessary for the Air Force Units and the government agencies and contractors associated with Kirtland Air Force Base to successfully accomplish their missions; and including the remediation of the subterranean fuel plume and the contaminated land fill sites located on Kirtland.

-                     The “State Trade and Export Promotion” (STEP) Pilot Grant Initiative.

-                     Increasing the United States Department of Commerce International Trade efforts including opening an “Export Assistance Center” in Albuquerque, assigning International Business Support Staff to the Albuquerque Office of the Small Business Administration and providing grants to small and medium sized enterprises to participate in international trade missions.

-                     The “Employment Based Immigration Fifth Preference (EB-5) Regional Center Pilot Program” to provide immigrant businesses access to capital when traditional lending falls short.

-                     “Tech Hire” programs that train workers in STEM support jobs through coding boot camps and other non-traditional vocational education programs.

-                     The Small Business Administration programs including: SBA’s “Startup in a Day Initiative”, and the “Start Small” and “Maker Initiative Competitions”.

-                     Grant programs for development of Industry Manufacturing Innovation Hubs.

-                     A partnership with the private groups, non-profits and government agencies active in recruiting conventions to the City, the City of Albuquerque Economic Development Department and the New Mexico Congressional Delegation to promote Albuquerque as a site for conference and training sessions for federal agencies.

                     Technology Share.  

-                     The “National Laboratory Technology Maturation Program (NLTMP) Act” (S.1259 in 115th Congress) to facilitate commercialization of laboratory-developed technologies and boost regional, technology-driven economic impact.

-                     The “Laboratory Directed Research and Development (LDRD) Enhancement Act of 2015” (S.830 in 115th Congress), to increase the maximum percentage each laboratory director may set aside for technology transfer from 6 to 10 percent of a National Laboratory’s budget.

Municipal Finance.

-                     Tax status protection of tax-exempt municipal bonds.

-                      Permanent extension of the alternative fuel tax credit.

-                     Protection of state and local government taxing authority including assessments of internet sales.
      
Infrastructure.

-                     Funding the full $69,000,000 Federal Transit Administration Small Starts Program for the “Albuquerque Rapid Transit Line”.

-                     Federal Grant or Tax Investment/Credit Programs for developing renewable energy systems for local government facilities.

-                     Reauthorization of the Federal Aviation Administration’s “Airport Improvement Program”.

-                     Future TIGER Grant Applications to develop Paseo Del Vulcan as a connection from Interstate 40 to the Double Eagle II Industrial Park, the Metropolitan Detention Center and the Cerro Colorado Landfill.

-                     Funding at same or increased levels for the Economic Development Administration grant programs, with an emphasis on the planning and public works programs.

-                     Full approval of the City of Albuquerque’s Application to the Internal Revenue Service for Clean Renewable Energy Bonds Capacity.
       
Water Planning.

-                     Funding for regional water management and watershed planning and implementation.

-                     Grant programs to assist local agencies in implementing best practices and infrastructure projects to comply with the requirements established in the “Regional Storm Water Discharge Permit” issued under the “National Pollution Discharge Elimination System” including funding to improve storm water quality and reduce flooding in the center city by constructing a new Broadway Storm Water Pump Station with improved pumps and water filtration systems.

-                     Funding urban interface storm water and flood control infrastructure at Petroglyph National Monument.
