ESTABLISHING PROCEDURES FOR IMPLEMENTING IMPROVEMENTS AND EXPENDING FUNDS WITHIN THE RIO GRANDE VALLEY STATE PARK BY THE CITY OF ALBUQUERQUE.
WHEREAS, the
Bosque Action Plan was developed through a formal planning process with citizen and multi-jurisdictional agency input, and is a long-range Rank 2 plan subject to the land use authority of the City Council; and
WHEREAS, changes to a Rank 2 plan are subject to Council approval; and
WHEREAS, the Administration of the City of Albuquerque in 2013 proposed physical changes and improvements within the Rio Grande Valley State Park in the
Bosque; and
WHEREAS, in the Spring of 2015 the City Administration constructed Phase 1 of a compacted gravel and crusher fines trail in the
Bosque; and
WHEREAS, the Administration of the City now intends to construct a second phase of the project; and
WHEREAS, the City of Albuquerque committed to work with stake holders of the Rio Grande Valley State Park to develop a process for public discussion prior to constructing improvements in the
Bosque; and
WHEREAS, the
Bosque Working Group was formed to reach a cooperative agreement to guide the public process for the continuation of work in the
Bosque; this group consisting of the City of Albuquerque's Parks and Recreation Department, Open Space Division, City of Albuquerque's Mayor's Office, Middle Rio Grande Conservancy District (MRGCD), The
Bosque Action Team (BAT), The Sierra Club, a representative of the ADA community and a representative of the Greater Albuquerque Recreation and Trail Committee (GARTC); and
