ESTABLISHING PROCEDURES FOR IMPLEMENTING IMPROVEMENTS AND EXPENDING FUNDS WITHIN THE RIO GRANDE VALLEY STATE PARK BY THE CITY OF ALBUQUERQUE.

 WHEREAS, the Bosque Action Plan was developed through a formal planning process with citizen and multi-jurisdictional agency input, and is a long-range Rank 2  plan subject to the land use authority of the City Council; and

WHEREAS, changes to a Rank 2 plan are subject to Council approval; and

WHEREAS, the Administration of the City of Albuquerque in 2013 proposed  physical changes and improvements within the Rio Grande Valley State Park in the Bosque; and

WHEREAS, in the Spring of 2015 the City Administration constructed Phase 1 of a compacted gravel and crusher fines trail in the Bosque; and

WHEREAS, the Administration of the City now intends to construct a second phase of the project; and

WHEREAS, the City of Albuquerque committed to work with stake holders of the Rio Grande Valley State Park to develop a process for public discussion prior to constructing improvements in the Bosque; and

WHEREAS, the Bosque Working Group was formed to reach a cooperative agreement to guide the public process for the continuation of work in the Bosque; this group consisting of the City of Albuquerque’s Parks and Recreation Department, Open Space Division, City of Albuquerque’s Mayor’s Office, Middle Rio Grande Conservancy District (MRGCD), The Bosque Action Team (BAT), The Sierra Club, a representative of the ADA community and a representative of the Greater Albuquerque Recreation and Trail Committee (GARTC); and

WHEREAS, the Bosque Working Group has reached such an agreement.

BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:

That the City of Albuquerque shall not commence any further construction or improvements within the Rio Grande Valley State Park until the following steps are completed:

a.                     The Bosque Working Group, led by the Parks and Recreation Department, Open Space Division, will work together to prepare alternatives.

b.                     Alternatives will be based on the baseline alignment illustrated as "existing trail / Monitoring Corridor" in illustration Figure 1.2, 1.3, and 1.4 in the Environmental Monitoring Report conducted by SWCA, but may vary from that alignment.

c.                     Alternatives with plan details, including with respect to trail alignment, route, width, materials, and any related infrastructure (such as boardwalks, bridges, viewing platforms, and signage), will be presented to the public in a meeting to be followed by a 30 day comment period.

d.                     Alternatives and public comments will be provided to the environmental consultant, SWCA, for review and analysis of the environmental effects of the proposed project alternatives.

e.                     The environmental review and analysis of environmental effects of alternatives including a summary of public comments and responses will recommend a preferred alternative and will be presented to the public in a meeting, followed by a 30 day comment period.

f.                     No later than the time of presentation to the public, the environmental consultant will present preferred alternatives to relevant agencies which may include but are not limited to Fish and Wildlife, EPA, BOR, Army Corps, Open Space Advisory Board.

g.                     SWCA and the Open Space Division will review final comments, make necessary adjustments to the preferred alternative and release their final recommendation.

h.                     All materials presented to the public during the above process and the final study and selected recommendation will be published widely and archived on the City website.

i.                     The start date and scope of work will be published to agencies, The Bosque Working Group, and the public.
