DESIGNATING FORTY THOUSAND DOLLARS ($40,000) IN PREVIOUSLY APPROPRIATED FUNDS FOR THE USE OF THE REAL PROPERTY DIVISION OF THE DEPARTMENT OF FINANCE AND ADMINISTRATION TO PROVIDE FUNDING FOR THE CREATION OF A DATABASE OF ALL CITY-OWNED REAL PROPERTY.
WHEREAS, FY/10 Goal 8, Priority Objective 4, requires the City to “develop the parameters for completing a comprehensive inventory of City owned properties in two phases”; and
WHEREAS, phase one consists of identifying the resources and
locations of City property information and assessing data base requirements needed to input a comprehensive data base as well as link properties with the City's GIS system; and
WHEREAS, phase two will consist of implementing the data base, entering available data and researching missing elements; and
WHEREAS, EC-10-52, a report to the City Council on the progress of developing the database required by FY/10 Goal 8, Priority Objective 4, states that the Legal Department and ISD have produced a draft “Project Concept Report” that looks at the costs and benefits of alternative plans and phases for completing the property database; and
WHEREAS, the short-term goal of the project is to develop a prototype system that incorporates specialized filing equipment, data format conversion software and digital imaging equipment for conversion of microfilm and paper files into digital files to speed up search and retrieval; and
