APPROVING AND AUTHORIZING A REQUEST TO UTILIZE $140,000 FROM FUND 265 FY25 RAPID REHOUSING PROJECT TO SUPPORT CONTINUED HOUSING FOR 31 HOUSEHOLDS THROUGH THE HEADING HOME CONTINUUM OF CARE PERMANENT SUPPORTIVE HOUSING PROGRAM.
WHEREAS, the Department of Health, Housing, and Homelessness requests authorization to utilize $140,000 from Fund (265) Rapid Rehousing Project to supplement a Housing and Urban Development (HUD) Continuum of Care Permanent Supportive Housing program to be administered by Heading Home; and
WHEREAS, Therapeutic Living Services (TLS), the current provider, has notified the City that it will no longer operate the program effective July 1, 2026; and
WHEREAS, the HUD Continuum of Care funding allocation is not sufficient to fully support the level of case management, supportive services, and program administration necessary to maintain housing stability for participating households; and
WHEREAS, the requested funding will support continued housing assistance and supportive services for approximately 31 currently housed households and help prevent those households from becoming unhoused; and
WHEREAS, Heading Home has demonstrated experience operating similar housing and supportive service programs and is qualified to assume operation of the program.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF
ALBUQUERQUE:
SECTION 1. USE OF APPROPRIATION. The Department of Health, Housing, and Homelessness is authorized to utilize $140,000 from Fund (265) Prepaid Rapid Rehousing project appropriation established in R-25-114 for Fiscal Year 2026 to supplement Heading Home’s Continuum of Care Permanent Supportive Housing program and maintain housing and supportive services for approximately 31 households in Fiscal Year 2027.
SECTION 2. SEVERABILITY CLAUSE. If any section, paragraph, sentence, clause, word or phrase of this Resolution is for any reason held to be invalid or unenforceable by any court of competent jurisdiction, such decision shall not affect the validity of the remaining provisions of this Resolution. Council hereby declares that it would have passed this Resolution and each section, paragraph, sentence, clause, word or phrase thereof irrespective of any provision being declared unconstitutional or otherwise invalid.
