APPROVING AND AUTHORIZING THE FILING OF GRANT APPLICATIONS AND THE ACCEPTANCE OF POTENTIAL GRANT AWARDS FOR MULTIPLE CITY DEPARTMENTS FROM ASSOCIATED GRANTOR AGENCIES AND PROVIDING FOR AN APPROPRIATION TO THE CITY OF ALBUQUERQUE.
WHEREAS, any application or proposal for a federal or state grant must be submitted to the City Council for review and approval; and
WHEREAS, in order to speed the availability of grant funding for critical City programs and to improve the efficiency of the grant application process, the following departments submit for approval a consolidated list of potential awards: Albuquerque Fire Rescue, Albuquerque Police Department, Youth and Family Services, Transit, Environmental Health, Office of Emergency Management, Solid Waste, Senior Affairs, and Arts and Culture; and
WHEREAS, potential grant funds in the approximate amount of $45,868,320 will be used to pay for various programs that further the goals of each department and contribute to the wellbeing of the citizens of Albuquerque; and
WHEREAS, the City of Albuquerque is desirous of accepting these funds for which funding of $10,894,782 in City funds will be appropriated and available beginning in the Fiscal Year 2026 for the purpose of meeting grant cash match and indirect overhead requirements.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. That the list of estimated grant awards is hereby made a part of this Resolution, is hereby approved and its submission and filing with the appropriate official or office of the respective granting agency is in all respects approved.
Section 2. That upon award, estimated funds from the respective granting agencies listed and the appropriate City cash contributions for the purpose of indirect, FICA or cash match are hereby appropriated to the respective departments in the specified funds beginning in Fiscal Year 2026.
Section 3. That upon award, funds in the amount of $56,763,102 consisting of $45,868,320 from granting agencies (which includes $489,419 for IDOH) and a local match of $10,894,782 (which includes $2,495,630 in IDOH) are hereby appropriated to the departments and funds specified in Section 5 beginning in Fiscal Year 2026: $6,259,814 from the Fiscal Year 2026 Transfer to Operating Grants Program from the General Fund 110 is appropriated to the Operating Grants Fund 265; $10,130 is appropriated from the Fiscal Year 2026 Transfer to Operating Grants program in the Solid Waste Operating Fund 651 to the Operating Grants Fund 265; $7,500 is appropriated from the Fiscal Year 2026 Transfer to Operating Grants program from the General Fund 110 to the Capital Implementation Program (CIP) Fund 305; and $2,139,338 is appropriated from the Transit Capital Implementation Program Fund 305 to Transit Grant Fund 665 and/or the Transfer to Capital Grants program in the Transit Operating Fund 661 to the Capital Grants Fund 665.
Section 4. In the event that departments receive additional grants not listed below or the City cash contributions exceed the appropriated $10,894,782 by more than 10%, departments will be required to submit separate legislation.

Section 6. That the appropriations are hereby made and/or changed and that decreases in interest/contingency for activities/projects are transfers of revenues to the specific projects as indicated.

The scope is expanded to include plan, design, acquire rights-of-way, construct, maintain, purchase equipment, and otherwise improve intersections and arterial roadways throughout the City including but not limited to lighting and landscaping.
Section 7. That the following appropriations of $65,275,590 are hereby
authorized and approved. State of New Mexico grant and capital projects were approved by the 2025 State Legislature. Each project is authorized to be appropriated to a specific grant or capital fund upon the execution of an agreement between the parties, with the provision that the amounts will be adjusted to reflect actual Federal, State, and/or private contribution participation.
