ADOPTING THE FY 2022 - FY 2023 TWO-YEAR URBAN ENHANCEMENT
TRUST FUND PROGRAM AND APPROPRIATING FUNDS FOR THE URBAN
ENHANCEMENT PROGRAM’S PROJECTS.
WHEREAS, the Mayor and the Urban Enhancement Committee have
formulated the Urban Enhancement Program for the City of Albuquerque, in
conformance with Section 4-2-1 ROA 1994; and
WHEREAS, the development of the Urban Enhancement Program describes
the proposed uses of the Urban Enhancement Trust Fund earnings anticipated
during the upcoming two fiscal years; and
WHEREAS, the Two-Year Program’s projects will significantly benefit the
quality of life of the City of Albuquerque; and
WHEREAS, the UETF Committee has worked hard to shore up resources for non-profit arts organizations and sponsored art and cultural projects and artists through the Recovery and C.A.R.E.S funding cycles; and
WHEREAS, individual, sole proprietor and non-organizational affiliated Albuquerque artists and culture bearers have been impacted dramatically by the COVID-19 pandemic; and
WHEREAS, artists who actively engage with the community through: music, dance, creative writing, visual art, performance art, installations, theatre, film; and by being teaching artists, arts educators and culturally-based craft workers and makers, are being left out of numerous stimulus opportunities due to their gig-economy status.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF
ALBUQUERQUE:
Section 1.A. That the entire amount of previously appropriated UETF Recovery funds under R-20-39, up to $304,000, to be reimbursed by C.A.R.E.S. be appropriated for the use of artists, through appropriate and mutually beneficial non-profit arts and cultural fiscal sponsors for FY22-23; and
Section 1.B. that the UETF Committee shall work with the Arts and Culture Department to develop the artists and fiscal sponsorship funding criteria, application and final award amount to each artist, in a manner that furthers the diversity, equity, inclusion and access initiatives undertaken within the UETF funding framework, as part of the FY22-23 regular funding cycle.
Section 2. That the Two-Year program, FY2020 and FY2021, for the Urban
Enhancement projects is approved.
Section 3. That the following project funds are hereby appropriated as
indicated below and that the project descriptions as attached may only be
amended as provided in Section 2-12-4 ROA 1994.
