I am submitting for your advice and consent the following name for reappointment to the Personnel Board in accordance with the City of Albuquerque Ordinance 3-1-4.

Mr. Reeves was elected by the permanent City of Albuquerque employees through an electronic election held September 8 through September 10, 2021 to serve as a representative of Labor on the Personnel Board. Mr. Reeves is a Regents Professor of Public Administration at the University of New Mexico. His authored and co-authored books include: Preparing an Evidence-based Report, Shoes Along the Danube, Following in Solomon’s Footsteps, From Budapest to Albuquerque: The American Life of Julius Rezler, Case Studies in Human Resource Management (2nd ed), Managing Human Resources, Personnel Management in the Public Sector, Collective Bargaining in the Public Sector, and The Politics of Peace Corps and VISTA. Mr. Reeves has numerous publications in areas of employee performance appraisal, discipline, grievance handling and alternative dispute resolution. He has been a practicing labor arbitrator since 1987 and city hearing officer [1987-2012]. Zane is a member of the prestigious National Academy of Arbitrators and on the labor arbitration panels of the American Arbitration Association, Federal Mediation and Conciliation Service, Pantex Guards Union/Consolidated Nuclear Security, Inc., AFGE/Social Security Administration, FAA/National Air Traffic Controllers Association, Kirtland AFB/AFGE Local 2263, US Postal Service/APWU and the California Mediation and Conciliation Service. Mr. Reeves is a member of the board of directors of Outcomes, Inc., a behavioral health non-profit agency in Albuquerque.
A resident of Council District 2, Mr. Reeves will continue to serve as a Labor representative on the Board and his second term will expire September 1, 2023.
