This memorandum informs the Council that the policies and procedures approved by the Civilian Police Oversight Advisory Board (CPOAB) on 9/12/2024 are attached for final approval by the City Council. As required by Section § 9-4-1-4-C-4-d of the oversight ordinance, the Board is mandated to develop and maintain its policies and procedures to guide its operations: “The Board, in consultation with the Director, shall review and update as appropriate its policies, rules and procedures that ensure that the Board is effectively accomplishing its duties under this Article on an annual basis. Any policies, rules, and procedures shall be adopted in accordance with ROA 1994, Section 2-6-1-4(C)(2). The Board shall present its proposed policies, rules, and procedures to the City Council for final approval.”
The CPOAB, CPOA Staff, and legal counsel have been diligently working since March 2024 to ensure that all duties outlined for the Board in the Oversight Ordinance are accurately reflected in these policies and procedures. The Contract Compliance Officer also weighed in during the ad hoc development meetings.
