RESOLUTION

ESTABLISHING FEDERAL PROGRAMMING AND POLICY PRIORITIES FOR THE CITY OF ALBUQUERQUE FOR FEDERAL FISCAL YEARS 2024/2025.

                     WHEREAS, the residents of Albuquerque share common aspirations, ambitions, and purposes that form the goals, missions, and responsibilities of the City of Albuquerque; and

WHEREAS, the City of Albuquerque, the State of New Mexico, and the Government of the United States of America form the commonwealth through which these aspirations are expressed, pursued and fulfilled in our community; and

                     WHEREAS, it is in the interest, and the desire of, the City of Albuquerque for the Federal Government to continue with and expand programs that assist local governments to improve public safety, behavioral and public health, housing, indigent care, services for the disabled, protection of the natural environment, improve and maintain critical infrastructure, and help foster sustainable economic development; and

WHEREAS, the Second Session of the 118th Congress of the United States, are anticipated to call for project funding requests for the Community Project Fund and Congressionally Directed Spending measures to fund public infrastructure and community-based service programs for State and Local Governments; and

WHEREAS, the City Administration and the City Council through research and due diligence have identified a list of federal priorities that best utilize the resources and funding programs of the Federal Government to improve the health, safety, and welfare of the residents of Albuquerque; and

WHEREAS, the City of Albuquerque Intergovernmental Legislative Relations Committee convened January 17th 2024 and approved a list of projects to be submitted to the City Council as the City of Albuquerque’s Federal Priorities for Federal Grant and Congressionally Directed Funding.

BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:

                     SECTION 1.                     To provide for the health, safety, welfare, and quality of life of its residents, the City of Albuquerque entreats the Federal Government to create policies and programs that:

                     Protects human rights.

                     Fosters and preserves equity and social justice by implementing policies and programs inclusive of all persons to utilize the vast potential present in the diversity of our citizens.

                     Develops and expands behavioral health and public safety services that better provide health care and substance abuse services, reduce recidivism through the courts and correctional system, address the needs of the unhoused, offer housing assistance and mental health care, create services for the physically and mentally disabled, institute family, child and senior care services, and programs for intervention and treatment, and youth programs.

                     Provides funding for community policing services that develop a working relationship between the citizens who serve as police officers and the citizens they serve, to provide public safety that is effective, just, equitable, and built on trust and understanding, and supports the shared missions between police services and mental health and social service agencies.

                     Funds programs for youth addiction and homeless prevention and intervention, negative behavioral health prevention and treatment, crime interdiction and violence intervention, and upgrading transit security. 

                     Creates a sustainable economy that generates opportunities for entrepreneurs and existing businesses while providing living wages, a safe work environment, health insurance, sick leave, and retirement benefits for employees. This includes programs that provide funding for workforce development especially for persons most in need of stable incomes, planning, and development of economic development projects, assisting emerging industries, and building renewable energy infrastructure.  Equally important is continuing to fund employment linked to Kirtland Airforce Base and Sandia National Laboratory, institutions of critical importance to the City’s economy.

                     Fosters a co-existence with the natural environment to ensure a sustainable water supply, clean air, the conservation of open spaces, water courses, protection of wildlife, and mitigation of the impacts of climate change. This includes cleaning contaminated sites, managing stormwater through green infrastructure, managing the urban interface wildfire risks, restoring the urban tree canopy and management of Federal Recreation and Wild Lands including the Sandia Wilderness Area, the Rio Grande Bosque, the Petroglyph National Monument, and the Valle Del Oro National Wildlife Refuge, and for restoring critical local open space, including the Hubble Ox Bow.

                     Provide all citizens access to outdoor recreation by funding grant programs for renovating parks and swimming pools.

                     Provides all citizens access to arts and culture by funding grant programs for art, civic engagement, culture, entertainment, history, literature and cultural heritage projects.

                     Invest in infrastructure that supports and sustains the health, housing, transportation, and ecological systems critical to sustaining a community. Including expanding programs to improve infrastructure in low-income neighborhoods, funding for intermodal and complete street projects, infrastructure to support green transportation technologies and programs to assist low-income communities in participating in the transition to electric vehicles and updated communication technologies.

                     Funding for equitable and sustainable affordable housing, and programs to assist tenants, especially those who are lower income or disabled, in securing long term housing through housing availability, renter assistance, and aiding homebuyers in purchasing a home.

SECTION 2.                     The City of Albuquerque encourages the New Mexico Congressional Delegation to advocate for the Metro Crime Initiative Programs.

SECTION 3.                     That this Resolution and the attachment be presented and delivered to members of the Congressional Delegation.
