Calling For Additional Community Input And A Good Neighbor Commitment By The City For The Proposed Westside Emergency Housing Center Drop Off Located In The Southwest Area Of The City (Peña)

WHEREAS, the City of Albuquerque is proposing to have a drop off for the Westside Emergency Housing Center (WEHC) in the southwest area of the City; and

WHEREAS, a drop off for individuals staying at WEHC will help those who do not have access to their own vehicles; and

WHEREAS, notwithstanding the need for homeless resources and services, the City recognizes that the WEHC drop off in the southwest area of the City will present community impacts within the City; and

WHEREAS, those neighbors and businesses bearing the greatest impacts should be offered additional avenues for information sharing and gathering, on-going updates, and an ongoing point of contact for presenting concerns that might be reasonably addressed by the City; and

WHEREAS, a good neighbor commitment should be established for these purposes before the City takes any further steps toward establishing a drop off location for the WEHC in the southwest area of the City;

BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:

                     SECTION 1.                      The City shall establish a good neighbor commitment for the WEHC drop off that:

                     Offers at least two community input sessions within the next 45 days specifically for neighbors, neighborhood associations, and businesses located within communities adjoining the WEHC drop off; and

                     Provide a Good Neighbor Commitment by the City with area residents and businesses to be in place for so long as the WEHC drop off operates in the area. This discussion will, at a minimum, address:

                     Drop of times, days, locations, and other specifics;

                     Drop off capacity;

                     Security protocols;

                     Acceptable methods for the dissemination of project and programming updates for interested persons within communities adjoining the WEHC drop off for the duration of its operation; and

                     A point of contact where persons can direct their concerns and have questions answered about the WEHC drop off.

SECTION 2.                      The City shall not begin WEHC drop offs in the southwest area of the City until the two community input sessions have occurred and the Good Neighbor Commitment has been developed with and provided to the affected community members.
