 DIRECTING THE DEPARTMENT OF FAMILY AND COMMUNITY SERVICES TO REDESIGNATE FUNDS DESIGNATED FOR SAFE OUTDOOR SPACES TO USE TO SUPPORT HOMELESS, NEAR HOMELESS, OR PRECARIOUSLY HOUSED VETERANS IN FISCAL YEAR 2023, BEGINNING JULY 1, 2022 AND ENDING JUNE 30, 2023; AMENDING THE 2021 TWO YEAR CAPITAL BUDGET TO REDESIGNATE FUNDS APPROPRIATED FOR HOMELESS ENCAMPMENTS.

WHEREAS, the Charter of the City of Albuquerque requires the Mayor to formulate the annual operating budget for the City of Albuquerque; and

WHEREAS, the Charter of the City of Albuquerque requires the Council to approve or amend and approve the Mayor’s budget; and

WHEREAS, C/S R-22-24, passed by the Council on May 16, 2022, appropriated the operating budget of the City of Albuquerque for Fiscal Year 2023; and

WHEREAS, this Resolution proposes to make adjustments to certain appropriations; and

WHEREAS, appropriations for the operation of the City government must be approved by the Council; and

WHEREAS, the Council originally appropriated $750,000 to the Homeless Support Services program in the Family and Community Services Department for the purposes of Safe Outdoor Spaces; and

WHEREAS, the Council wishes for $750,000 to remain in the Homeless Support Services program, but to be designated to support homeless, near homeless, or precariously housed Veterans. 

BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:

SECTION 1.                     Funding in the amount of $750,000 appropriated to the Family and Community Services Department, Homeless Support Services program in the General Fund (110) for Safe Outdoor Spaces in Fiscal Year 2023, is hereby re-designated to instead provide funding for general support, including, but not limited to housing and shelter services for homeless, near homeless, or precariously housed veterans in the City. This funding shall not be used directly or indirectly for any Safe Outdoor Space.

SECTION 2. The following amounts are hereby appropriated within the 2021 Capital Budget:

Community Facilities/Family & Community Services

                     Homeless Encampments                                                                                                         ($500,000)
