Please find attached a report, with appendices, from the Arroyo Ditch and Water Safety Task Force pertaining to the development and implementation of an action plan to address the growing number of persons who loiter and set up domicile in stormwater channels. The report is a requirement established in R-21-188 to provide recommendations to address the growing number of persons who domicile or loiter in storm water channels, which in 2021 resulted in the drownings of four of these individuals from stormwater flows.
