1 ADOPTING THE MULTI-JURISDICTIONAL HAZARD MITIGATION PLAN FOR
2 THE CITY OF ALBUQUERQUE AND BERNALILLO COUNTY.
3 WHEREAS, the City of Albuquerque is vulnerable to natural hazards such as flash floods, wildfire, and drought as well as human-caused hazards that can result in loss of life, property loss, economic hardship, and threats to public health and safety; and
4 WHEREAS, the Federal Emergency Management Agency (FEMA) has
5 required that every municipality and county have a pre-disaster mitigation
6 plan in place, and requires municipalities to adopt such plans in order to be eligible to receive funding from the Hazard Mitigation Grant Program; and
1 WHEREAS, a Hazard Mitigation Plan is a community’s plan for evaluating
2 hazards, identifying resources and capabilities, selecting appropriate actions, and developing and implementing the preferred mitigation actions to eliminate or reduce future damage in order to protect the health, safety and welfare of the residents in that community; and
3 WHEREAS, in 2007, the City Council adopted the 2007 Bernalillo County
4 and City of Albuquerque Hazard Mitigation Plan pursuant to Resolution R-07- 288, enactment No. R-2007-091; and
5 WHEREAS, in 2015, the City Council approved an update to the Bernalillo
6 County and City of Albuquerque Hazard Mitigation Plan pursuant to Resolution R-15-236, enactment No. R-2015-087; and
7 WHEREAS, a 2021 update to the Albuquerque/Bernalillo County Hazard Mitigation Plan has been developed by the Mitigation Planning Team, which includes representatives from the City’s Office of Emergency Management and Bernalillo County Emergency Management Office as well as several other local entities; and
8 WHEREAS, several public meetings were held throughout 2021 to develop
9 and review changes to the proposed Hazard Mitigation Plan; and
10 WHEREAS, the Albuquerque/Bernalillo County Hazard Mitigation Plan, a copy of which is attached to this resolution, identifies potential natural and human-caused hazards and assesses their risks; sets forth goals, objectives and mitigation actions; and sets forth a mitigation plan and implementation strategy to protect City and County residents.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. The Albuquerque/Bernalillo County Hazard Mitigation Plan, attached hereto, is adopted.
Section 2. The City’s Office of Emergency Management shall be the City’s representative for mitigation planning and shall be responsible for coordinating the related actions and programs of the City of Albuquerque accordingly.
