ESTABLISHING FEDERAL PROGRAMMING AND POLICY PRIORITIES FOR THE CITY OF ALBUQUERQUE FOR FEDERAL FISCAL YEARS 2022/2023.
WHEREAS, the residents of Albuquerque share common aspirations, ambitions, and purposes that form the goals, missions, and responsibilities of the City of Albuquerque; and
WHEREAS, the City of Albuquerque and the Government of the United States of America form the commonwealth through which these aspirations are expressed, pursued and fulfilled; and
WHEREAS, it is in the interest, and the desire of, the City of Albuquerque for the Federal Government to continue with and expand programs that assist local governments to improve public safety, behavioral and public health, housing, indigent care, services for the disabled, protection of the natural environment, improve and maintain critical infrastructure, and help foster sustainable economic development; and
WHEREAS, the Congress of the United States, has established a Community Project Fund to assist in the development and operation of public infrastructure and community-based service programs for State and Local Government; and
WHEREAS the Congress of the United States has adopted and the President has signed the “Infrastructure Investment and Jobs Act” which will provide over $3.4 billion in critical infrastructure funding to New Mexico; and
WHEREAS, the Administration and the City Council through research and due diligence have identified a list of federal priorities that best utilize the resources and funding programs of the Federal Government to improve the health, safety, and welfare of the residents of Albuquerque; and
WHEREAS, the Intergovernmental Legislative Relations Committee convened in January of 2022 and approved a list of projects to be submitted to the City Council as the City of Albuquerque’s Federal Priorities.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
SECTION 1. To further provide for the health, safety, welfare and quality of life of its residents, the City of Albuquerque entreats the Federal Government to create policies and programs that strengthen and expand the City’s responsibilities to its residents that:
• Protects the rights of all citizens.
• Fosters and preserves equity and social justice by implementing policies and programs inclusive of all persons so as to utilize the vast potential present in the diversity of our citizens.
• Develops and expands behavioral health and public safety services that better provide health care and substance abuse services, reduce recidivism through the courts and correctional system, address the needs of the homeless, offer housing assistance and mental health care, create services for the physically and mentally disabled, and institute family, child and senior care services.
• Provides funding for community policing services that develop a working relationship between the citizens who serve as police officers and the citizens they serve, so as to provide public safety through equity, justice, trust and understanding and to support the shared missions between police services and mental health and social service agencies.
• Creates a sustainable economy that generates opportunities for entrepreneurs and existing businesses while providing living wages, a safe work environment, health insurance, sick leave, and retirement benefits for employees.
• Fosters a co-existence with the natural environment to ensure a sustainable water supply, clean air, the conservation of open spaces, water courses, wildlife, and mitigation of the impacts of climate change.
• Provides all citizens access to art, civic engagement, culture, entertainment, history and literature.
• Invests in infrastructure that supports and sustains the health, housing, transportation, and ecological systems critical to sustaining a community.
SECTION 2. The City of Albuquerque encourages the New Mexico Congressional Delegation to advocate for the programs listed in Attachment 1 to this Resolution titled “Federal Fiscal Year 2022 and 2023 City of Albuquerque Request for Congressional Support of Programs that Support City Mission Objectives”, Attachment 2 to this Resolution titled “Federal Fiscal Year 2022 and 2023 Potential Project Grant Applications for Federal Programs” and Attachment 3 titled “Federal Fiscal Year 2022 and 2023 City of Albuquerque List of Federal Policy Priorities”.
SECTION 3. That this Resolution be presented and delivered to members of the Congressional Delegation.
