I am submitting for your advice and consent the following name for appointment to the
Veterans and Military Affairs Advisory Board in accordance with the City of Albuquerque
Resolution R-01-325, Enactment No. R-2001-141.

Mr. Payne is a veteran of the United States Air Force (100% disabled). Mr. Payne's military background primarily dealt with casualty notification of next of kin/reporting to high command when active duty service member fatalities occurred. Mr. Payne is no stranger to combat as he deployed with the 82nd Airborne in 1983 (Fayetteville, NC).

After leaving the USAF, he attended paralegal school, obtained a securities NASD registration, and interned at the central VA, Montgomery Alabama. In early 2016, Mr. Payne set up an internship program from Alabama before moving back to Albuquerque, which was the last leg of his degree program, graduating in May 2017. Mr. Payne has also conducted thousands of retirement seminars to retiring service members and their spouses regarding military, veteran and social security benefits including setting up these benefits for the spouses of newly deceased retirees. He now serves as a volunteer substitute teacher.


A resident of District 1, Mr. Payne will serve as an At Large member of the Board replacing Mr. Christopher M. Timm and his first term will expire September 2, 2024.
