Amending Article III, Section 6 Of The City Council Rules Of Procedure Relating To Adding Or Updating City Ordinance Bills (Bassan)

SECTION 1. ARTICLE III, SECTION (6)(A)(4), is hereby amended as follows: "(4) For bills which are to be referred to Committee, the introductions shall state the Committee(s) to which the President proposes to refer each bill. Bills which are not referred to Committee shall be considered for final action no later than the next regular City Council meeting after the meeting at which they are introduced. [For any bill referred to committee that adds a City Ordinance to the Revised Ordinances of Albuquerque, New Mexico, 1994, ("ROA 1994") or that updates or amends an existing City Ordinance within ROA 1994, the chair of standing committee to which the bill has been referred shall schedule a first reading at which the bill is reviewed and discussed but where no action is taken on the bill, and at least one additional hearing for action on its recommendation to the Council.] Notwithstanding the above, a bill may be considered for immediate action at the meeting at which it is introduced provided that a majority of the City Council votes in the affirmative to introduce and place the bill on the agenda for final action; and provided the notice required in Section I.5 has been given and an emergency as defined in Section I.5.C is declared. If a bill is introduced with a request for immediate action but fails to receive the necessary affirmative votes to consider it, or is not moved for consideration during the meeting at which it was introduced, the bill shall receive a referral to the appropriate standing Committee and shall be placed on the agenda of the next meeting of that Committee.
