ADOPTING THE JUAN TABO CONNECTIVITY STUDY, MAKING THE RECOMMENDATIONS WITHIN THE STUDY POLICY PRIORITIES FOR JUAN TABO BOULEVARD IN THE VICINITY OF EUBANK BOULEVARD, SOUTHERN BOULEVARD AND THE TIJERAS ARROYO.
WHEREAS, Juan Tabo Boulevard (“Juan Tabo”) connects many residential areas with the larger roadway network; and
WHEREAS, there are no direct east-west connections south of Southern Boulevard to Eubank Boulevard; and
WHEREAS, Eubank Boulevard provides access to many major employers located at Kirtland Airforce Base, Sandia National Laboratories, and Sandia Science and Tech Park; and
WHEREAS, the lack of connectivity results in heavy cut through traffic for some residential neighborhoods and puts pressure on the main intersections; and
WHEREAS, there are significant physical barriers to creating an additional east- west connection; and
WHEREAS, Juan Tabo Connectivity Study considered five alternatives, plus a No-Build Alternative; and
WHEREAS, the study held two public meetings and were in contact with the following stakeholders: Kirtland Air Force Base, Sandia National Laboratories, Sandia Science and Tech Park, Albuquerque Public Schools, State Land Office, Eastside Developers, Inc., Four Hills Community LLC, South Pointe Village MHC Inc., Albuquerque Metropolitan Flood Control Authority (AMAFCA), City of Albuquerque Open Space, Sage Land Consultants, Mid-Region Council of Governments, Public Service Company of New Mexico (PNM); and
WHEREAS, the study scored each of the alternatives on the following criteria: Traffic, Cut-Through, Safety, Utilities, Right-of-Way, Cost, Development, Bio-Zone, and Landfill; and
WHEREAS, the Study concluded that none of the five roadway alternatives scored higher than the No-Build Alternative; and
WHEREAS, the Study recommended that if the No-Build Alternative is selected to move forward, the following list of possible projects could be considered to improve the study area:
o Improve existing infrastructure - the existing roadway network can be analyzed, and improvements can be identified to increase the capacity
o Multi-use path - construct a multi-use path instead of a roadway to create a direct walking/biking route from Juan Tabo Boulevard to Eubank Boulevard
o Transit - work with ABQRide to add transit stops along Juan Tabo Boulevard and takes riders to Eubank Boulevard
o Ride-Share Program - work with KAFB and Sandia National Laboratories to implement a ride-share program to carpool to work
o NTMP Willow Wood Project - implement the City of Albuquerque Neighborhood Traffic Management Program project that looked at diverting cut-through traffic from the Willow Wood Community. The project analyzed different alternatives one being the vacation of right-of-way and installing a gate at Tony Sanchez and Gibson Boulevard; and
WHEREAS, adoption of the Study will help guide improvements to connectivity and existing infrastructure in the vicinity of Juan Tabo Boulevard, Eubank Boulevard, Southern Boulevard, and the Tijeras Arroyo; and
WHEREAS, the Juan Tabo Connectivity Study (“the Study”) is attached to this legislation as “Exhibit A”; and
WHEREAS, the recommendations in this plan further several goals and policies within the Albuquerque/Bernalillo County Comprehensive Plan, particularly in the Transportation (Ch. 6) and Urban Design (Ch. 7) Chapters.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
SECTION 1. The City Council hereby adopts The Juan Tabo Connectivity Study, attached hereto as Exhibit A, to guide considerations of improvements to connectivity and existing infrastructure in the vicinity of Juan Tabo Boulevard, Eubank Boulevard, Southern Boulevard, and the Tijeras Arroyo.
