I am submitting for your advice and consent the following name for appointment to the
Personnel Board in accordance with the City of Albuquerque Ordinance 3-1-4.

Mr. Toon has spent his career in government service, successfully building and managing teams, developing strategic operational, communication, and public policy plans for Members of the U.S House and Senate, House and Senate Committees, and numerous campaigns. He previously served as Director of the City's Transportation Department where he oversaw implementation of the Albuquerque Rapid Transit (ART) project.
Throughout his 25-year career in government service, Mr. Toon has been obsessed with hiring good people. During his time working in various Congressional management jobs, as a lobbyist and Transit Director for the City of Albuquerque, finding and keeping qualified people to do the demanding jobs in our public sector has been his number one goal. In serving on the City's Personnel Board, Mr. Toon would bring a wealth of experience in working with people, recruiting and retention, and assuring that City employees are safeguarding the public trust in carrying out their service to the public.
