AUTHORIZING SUPPORT FOR A MEMORANDUM OF UNDERSTANDING AMONG THE CITY OF ALBUQUERQUE, THE COUNTY OF BERNALILLO, AND THE BOARD OF REGENTS OF THE UNIVERSITY OF NEW MEXICO TO ALLOW FOR THE CREATION AND OPERATION OF A HOMELESS COORDINATING COUNCIL; SUPPORTING SOLUTIONS TO END HOMELESSNESS; EXPRESSING THE CITY’S WILLINGNESS TO PROVIDE RESOURCES AND SUPPORT TO MAXIMIZE THE EFFECTIVENESS, EFFICIENCY, AND FAIRNESS OF HOMELESSNESS SOLUTION SYSTEMS.
WHEREAS, the City of Albuquerque (the City), the County of Bernalillo (the County), and the Board of Regents of the University of New Mexico (UNM) are all public agencies, hereby referred to as the Partner Organizations, and are all authorized by law to enter into a Memorandum of Understanding (MOU); and
WHEREAS, the purpose of an MOU is to commit to the formation and operation of a Homeless Coordinating Council (HCC) and establish principles and guidelines for its work; and
WHEREAS, the Partner Organizations represent entities that have a role in the implementation of solutions to end homelessness; and
WHEREAS, the Members have an interest in the efficient and fair creation and operations of systems to end homelessness; and
WHEREAS, the Members collectively desire to make efforts previously begun by each Organization more cohesive, by linking resources and providing a network of support and services for all those experiencing homelessness.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. That the City of Albuquerque supports the HCC to establish principles and guidelines, including, but not limited to, the creation and continual improvement of a multi-service Gateway Center to help meet the needs of people experiencing homelessness, as well as the creation and improvement of other tangible gateways to decent and affordable housing and behavioral health services.
Section 2. That the Mayor is authorized to enter into a MOU with the Partner
Organizations, per Exhibit A attached hereto.
Section 3. The City of Albuquerque is willing to provide support for creation and participation in the HCC.
Section 4. The City of Albuquerque shall provide periodic reports to the Albuquerque Bernalillo County Government Commission on the efforts and recommendations of the HCC.
