REQUESTING THAT THE NEW MEXICO CONGRESSIONAL DELEGATION SUBMIT LEGISLATION TO PROVIDE ASSISTANCE TO SMALL BUSINESSES THAT WERE DAMAGED IN THE RECENT RIOTING.
WHEREAS, in recent weeks several acts of police brutality against American citizens of color were answered with civic protests and demonstrations in many urban communities that demanded reform of America's local and state police agencies; and
WHEREAS, unfortunately, some individuals chose not to act through civic protest and instead acted out by damaging and looting commercial districts in urban areas including Albuquerque; and
WHEREAS, often the victims of these riots were small businesses that were already in perilous condition as a result of stay at home as well as business closure orders issued by the State of New Mexico to reduce the number of COVID 19 infections and the economic recession resulting from those orders; and
WHEREAS, the combined effect of the COVID 19 mitigation orders, the physical damage resulting from the rioting, and in some instances the extended closure of some commercial districts that were put in place until the area was safe from the rioting will further harm these businesses and could cause many to shutter; and
WHEREAS, societies where small businesses thrive and are protected, are those societies that foster strong democratic institutions, become bastions of civil rights and achieve higher per capita incomes; and
WHEREAS, America's small businesses have historically been and currently are a path for persons of all incomes and races, especially those of low income and immigrant communities, to achieve a good living and e...
