ADJUSTING FISCAL YEAR 2020 APPROPRIATIONS TO PROVIDE NEEDED EQUIPMENT TO SMALL BUSINESSES TO IMPLEMENT PUBLIC HEALTH EMERGENCY GUIDELINES RELATED TO THE COVID-19 PANDEMIC.   

WHEREAS, on March 11, 2020, Governor Michelle Lujan Grisham issued Executive Order 2020-004, Order Declaring a State of Public Health Emergency relating to the spread of COVID-19; and

WHEREAS, in subsequent weeks the New Mexico Department of Health has issued orders limiting public gatherings and requiring non-essential  businesses to close or limit business activity; and

WHEREAS, the latest amendments to the COVID-19 Public Health Order issued by Governor Lujan Grisham allow certain businesses to open at partial capacity, while following the social distancing and preventative measures summarized in the publication “All Together New Mexico, Covid-safe Practices for Individuals and Employers”; and

WHEREAS, the Hispano Chamber of Commerce has committed to collaborating with the City to provide required personal protection equipment (PPE) and other items needed for local small businesses to begin re-opening in a manner that complies with the requirements of the public health orders; and

WHEREAS, the Small Business Resource program of the Department of Economic Development can also assist in the distribution of the PPE to small local businesses.

     BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF

     ALBUQUERQUE:

                     Section 1.  Definition. For the purposes of this Resolution, a small local 

business is defined as a business that is registered and physically located within the Albuquerque City limits, with five or fewer paid employees, including the owner. 

                     Section 2.  Appropriation. That funds in the amount of $125,000 are hereby unreserved from the General Fund (110) for Fiscal Year 2020, and appropriated to the Economic Development Department, Economic Development program strategy, to provide personal protection and other required Covid-19 screening equipment to small local businesses, through a collaboration with the Hispano Chamber of Commerce.
