ACCEPTING AND APPROPRIATING A FEDERAL AVIATION ADMINISTRATION GRANT OF CORONAVIRUS AID, RELIEF, AND ECONOMIC SECURITY ACT FUNDING FOR THE CITY OF ALBUQUERQUE AVIATION DEPARTMENT OPERATIONAL EXPENSES.
WHEREAS, the Coronavirus Aid, Relief, and Economic Security ("CARES") Act provides grant funding through the Federal Aviation Administration ("FAA") for eligible United States airports to prevent, prepare for, and respond to coronavirus impacts, including financial support for continued airport operational costs; and
WHEREAS, appropriations are needed for acceptance of federal CARES Act grant funds designated by the FAA for the Albuquerque International Sunport and Double Eagle II Airport in the amount of $19,764,498; and
WHEREAS, the CARES Act requires that these funds may be made available for airport use only, and the City must submit a grant application to the FAA to access the funds; and
WHEREAS, the funds will be paid by the FAA on a reimbursable basis, and expenditure of the funds must follow the FAA's Policy and Procedures Concerning the Use of Airport Revenues; and
WHEREAS, acceptance of these funds will require the Aviation Department to continue to employ, through December 31, 2020, at least 90% of the number of individuals employed as of March 27, 2020; and
WHEREAS, the funding will be available for up to four years, and it is anticipated that the Aviation Department will use the funding to cover airport operations, required maintenance for Airport facilities that may have otherwise been deferred, debt service, maintenanc...
