RULES AMENDMENT

Amending The City Council Rules Of Procedure Article II, Section 4, And Article III, Section 21, Relating To The Internal Operations Committee (Gibson)

                     WHEREAS, the Internal Operations Committee (the Committee) was established as a means for the City Council to review issues relating to the staff, facilities, and operating budget of the Council Services Department; and

                     WHEREAS, the Committee is not meeting its intended purpose as an effective means of communicating potentially sensitive staff issues between the Director of Council Services and the City Council; and

                     WHEREAS, the issues of departmental operating budget, including the monitoring of expenditures and use of budget reversions, can be evaluated through other means.

Section 1.  Article II, Section 4 (B), Internal Operations Committee, is hereby deleted from the Council Rules of Procedure and subsequent Sections shall be renumbered accordingly:

“[B. Internal Operations Committee (5  members- President chairs). Areas of responsibility include:  City Council staff; physical facilities and

operating budget.]”.

                     Section 2. Article III, Section 21 (B), Director, is hereby amended as follows:

“B. Director.  The Director of Council Services shall, after consultation with the President [and members of the Internal Operations Committee], hire, have charge of, and see that all employees of the City Council perform their respective duties and shall have general control of the City Council Office.”
