F/S Amending The City Council Rules Of Procedure Article II, Section 4 Relating To The Internal Operations Committee (Gibson)

                     WHEREAS, the Internal Operations Committee (the Committee) was established as a means for the City Council to review issues relating to the staff, facilities, and operating budget of the Council Services Department; and

                     WHEREAS, the City Council maintains the responsibility for reviewing and approving operating budget appropriations for the City; and

                     WHEREAS, the issues of the Council departmental operating budget, including the monitoring of expenditures and use of budget reversions should be evaluated by the Council as a whole.

Section 1.  Article II, Section 4 (B), Internal Operations Committee, is hereby amended as follows:

“B. Internal Operations Committee (9 members (full Council) - President chairs). Areas of responsibility include:  City Council staff; physical facilities and operating budget.  The Internal Operations Committee shall meet on a quarterly basis, with additional meetings held if necessary. The Director of Council Services will provide a status update of the City Council operating budget to the Internal Operations Committee by April of each year for use in evaluating the amount of potential budget excess that may be allocated for Councilor project requests, contingent on final budget availability.”
