I am submitting for your advice and consent the following name for appointment to the
Human Rights Board in accordance with the City of Albuquerque Ordinance 11-3-4-1 through
11-3-6.

Dr. Virginia Necochea is a long time educator who is committed to all forms of justice. She has taught across various levels, from middle school to the university. Dr. Necochea began her formal teaching career in Oakland, CA and has continued to work with youth and young adults in the formal classroom setting and through community work. She completed her doctoral program at the University of New Mexico's Educational Thought and Sociocultural Studies (ETSS) Program where she received distinction on her dissertation focused on the racial discourses of teacher education students. Her main research areas include analyzing the structural foundations of race as it relates to the educational system, educational programs and research as tools for transformation, issues of sustainability and environmental justice, among others.
Dr. Necochea resides in an unincorporated part of the City and will serve as an at-large member of the Board replacing Dusadee Sarangarm. Her first full term will expire December 31, 2022.
