CITY OF ALBUQUERQUE PROJECT RECOMMENDATIONS TO THE MID-REGION COUNCIL OF GOVERNMENTS FOR INCLUSION IN THE 2040 AND 2045 METROPOLITAN TRANSPORTATION PLANS, AND FOR CONSIDERATION OF FEDERAL FUNDING IN THE PROPOSED FY 2020 TO FY 2025 TRANSPORTATION IMPROVEMENT PROGRAM FOR THE ALBUQUERQUE METROPOLITAN PLANNING.

WHEREAS, the City Council passed and adopted Council Bill Number O-07-89 on September 5, 2007 establishing procedures for the inclusion and amendment of projects in the Metropolitan Transportation Plan (MTP) and the Transportation Improvement Program (TIP) of the Albuquerque Metropolitan Planning Area.  Project requests shall only be submitted to the MRCOG for inclusion in the MTP and TIP by City Council Resolution; and

WHEREAS, for the City of Albuquerque to be eligible to receive federal transportation funds as a member of the MRCOG, a project must be included in both the MTP and the TIP. MRCOG has issued a schedule outlining each of the steps and the timeline for the preparation of the proposed FY 2020 to FY 2025 TIP.

BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:

SECTION 1. In compliance with the procedures set forth in O-07-89, the City Council adopts the attached updated list of priority projects to be included in the 2040 Metropolitan Transportation Plan (MTP) and its eventual successor, the 2045 MTP, and for consideration of federal funding in the proposed FY 2020 to FY 2025 TIP. The projects identified in Attachment 1 shall represent the official list of priority projects to be included in the 2040 MTP and its eventual successor the 2045 MTP, and for consideration of federal funding in the proposed FY 2020 to FY 2025 TIP.

SECTION                      2.  The Administration submitted all applications for federal funding for roadway projects in the FY 2020 to FY 2025 TIP to the Mid-Region Council of Governments prior to the November 30th, 2018 deadline. The selection of specific projects from the attached priority list, were made jointly by staff from the Administration and the City Council. Selection was based on the regional significance of each of the projects and how well they are expected to score based on the established selection criteria agreed upon by the members of MRCOG.

SECTION 3.   In addition to submittal of the priority list the City asks that the member agencies of the Albuquerque Metropolitan Planning Area (AMPA) encourage the New Mexico Department of Transportation (NMDOT) to include in its Federal Program for NMDOT District 3 the following projects:

1)                     Traffic flow improvements to the Interstate 40 Interchange at Rio Grande Boulevard.

2)                      Safety and Traffic Flow improvement to the intersection of Eagle Ranch Road and New Mexico State Highway 423 (Paseo Del Norte).

3)                     General purpose lane, bicycle lane, and pedestrian improvements to New Mexico State Highway 45 (Coors Boulevard) from Central Avenue to Interstate 25.

4)                     Constructing sound walls on the west side of Interstate 25 between Central Avenue and Gibson Boulevard for the purpose of furthering the conservation of a historic district and environmental justice for a low income minority neighborhood.

5)                     A partnership with the City of Albuquerque to rehabilitate the parkway/planting strips on New Mexico State Highway 556 (Tramway Road).

SECTION 4.  The City asks that the member agencies of the  AMPA encourage the NMDOT and the United States Department of Defense to partner with the City in constructing an extension of Gibson Boulevard east of Louisiana Boulevard.

SECTION 5.                     The City encourages the MTB to continue to resolve issues with the NMDOT regarding the ability of member agencies to apply Federal Transportation Funds for the purchase of Right of Way.
