In April, 2016, Karl retired after 49 years of public service. In January, 2007, Karl became the Senior Manager for Government Relations at Sandia National Laboratories in Albuquerque, New Mexico, which is part of the Director's Office. He first came to Sandia in August, 2005, as a member of the Advanced Concepts Group. Prior to that, Karl served for four years as Dean of the Edmund S. Muskie School of Public Service at the University of Southern Maine in Portland, Maine. He assumed that position on September 1, 2001 after 21 years at Los Alamos National Laboratory where he was most recently Director of Government Relations and previously Executive Staff Director. Karl received his Ph.D. in political science from the University of Wisconsin - Madison in 1967 and his B.S. from the University of Utah in 1964
