ESTABLISHING A STANDARD CITY-WIDE POLICY AND FEE STRUCTURE FOR RENTING SPACE IN CITY OWNED COMMUNITY CENTERS, SENIOR CENTERS, AND MULTIGENERATIONAL CENTERS.
WHEREAS, the City owns and operates a number of Community Centers, Senior/Fitness Centers, and Multi-Generational Centers (Centers), throughout the City; and
WHEREAS, rooms and other spaces within these City owned facilities are available for rent by individuals and organizations for community meetings, training, and other activities; and
WHEREAS, the Centers serve as a valuable resource for residents, designated 501(c) organizations, local individuals and other organizations by providing neighborhood improvement, health, physical fitness, social, recreational, nutritional, educational and other community services to participants for no charge, at minimal cost or through one-time use fees for occasional events; and
WHEREAS, the public requires a standard City-wide fee structure for one-time use rental of City facilities that is consistent, simple and easy to understand; and
WHEREAS, Council Resolution C/S R-18-22 rescinded the previous rental fee structure and directed the Family and Community Services and Senior Affairs Departments to complete a cost of service study for facility rental fees, and to submit a recommendation for the final policy and fee structure for approval by the City Council; and
WHEREAS, the recommendation for facility rental fee policy was received by the City Council on November 21, 2018.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. The following City-wide fee structure for facility usage and space
rental within City owned Community Centers, Senior Centers, and
Multigenerational Centers be implemented by January 1, 2019:
Category 1
Frequency- One-time activities, events, or meetings.
Type- Public Interest, Governmental Entities (County, State, Federal) and
Albuquerque Public Schools, and individuals.
Public/Private- Free and open to the public.
Fee- No fee
Category 2
Frequency- One-time activities, events, or meetings.
Type- Public Interest, Governmental Entities (County, State, Federal) and
Albuquerque Public Schools, and individuals.
Public/Private- Private and not open to the public.
Fee- $7.50 fee, per room, per hour.
Category 3
Frequency- Recurring activities, events, or meetings.
Type- Any individual or agency in which there is a fee charged to those
who participate.
Public/Private- Private or open to the public.
Fee- $10.00 per room/$15.00 per gym or social halls, per hour to
include a $25 non-refundable cleaning fee.
Category 4
Frequency- One-time, large scale activities or events.
Type- Large scale activities or events by individuals or for-profit
organizations.
Public/Private- Private.
Fee- $40 per hour (under 50 individuals), $50 per hour (50-99
individuals), $60 per hour (100+ individuals), $100 per hour (Manzano Mesa Spray Park).
Section 2. Neighborhood Associations throughout the City shall be considered public interest groups under Category 1 as detailed in Section 1., and are encouraged to use Community Centers for their meetings.
Section 3. Any future changes to the fee structure for facility usage and space rental within City owned Community Centers, Senior Centers, and Multigenerational Centers shall be submitted to the City Council for its review and approval.
