Expressing The City’s Support For The Proposed Atrisco West Route 66 MainStreet Organization (Peña, Sanchez)

EXPRESSING THE CITY’S SUPPORT FOR THE PROPOSED ATRISCO WEST ROUTE 66 MAINSTREET ORGANIZATION.

                     WHEREAS, the New Mexico MainStreet Program is part of the New Mexico Economic Development Department offering technical assistance and services to affiliated local MainStreet Organizations; and

                     WHEREAS, the West Central Community Development Group (WCCDG) has applied to the state MainStreet program for the designation of the Atrisco West Route 66 area as a MainStreet organization; and

                     WHEREAS, the New Mexico MainStreet Program requires a resolution of support from the City of Albuquerque to accompany a biennial Memorandum of Understanding (MOU) between New Mexico Main Street, the local MainStreet organization and the City, establishing mutual agreement on the roles, responsibilities and expectations between the three parties of the MOU; and                     

WHEREAS, the City recognizes that the Atrisco West Route 66 area represents the unique history and culture of our community; and

WHEREAS, the City wishes to continue Atrisco West Route 66 area revitalization as part of its community economic efforts; and

                     WHEREAS, the Atrisco West Route 66 area is a place of unique character and commerce for the City and its residents and visitors; and

                     WHEREAS, the City wishes to economically benefit from a strong and vibrant Atrisco West Route 66 economy; and

WHEREAS, therefore, the City wishes to support the WCCDG application for the Atrisco West Route 66 MainStreet designation.

BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE: 

Section 1.                     The City supports and will collaborate with Atrisco West Route 66 Main Street in the vision, principles and values of comprehensive commercial district revitalization through the National  Main Street Center’s Four Point Approach™.

Section 2.                     The City commits to work collaboratively with the Atrisco West Route 66 MainStreet Organization and the New Mexico Economic Development Department's MainStreet Program to meet the standards and principles of revitalizing and re-developing the core commercial district of the community, contracting with the Atrisco West Route 66 MainStreet organization to coordinate and administer activities for the City as set forth in biennial MOU and a separate "services contract" with the Atrisco West Route 66 MainStreet organization.

Section 3.                     The City will act as fiscal agent for any capital outlay funds received from the State of New Mexico or federal government and their agencies as agreed upon between the Atrisco West Route 66 MainStreet organization and the City.

Section 4.                     The City pledges support of $40,000 to the Atrisco West Route 66 MainStreet organization to work on the City’s behalf in community economic development efforts in the Atrisco West Route 66 area with consideration to be given to additional funding in subsequent years.
