ESTABLISHING A MORATORIUM FOR IRVING BOULEVARD PROHIBITING THE USE OF LOCAL, STATE AND FEDERAL FUNDS IN THE MORATORIUM BOUNDARIES, REMOVING THE IRVING PROJECT FROM THE TRANSPORTATION IMPROVEMENT PROGRAM OF THE ALBUQUERQUE METROPOLITAN TRANSPORTATION PLAN AND REPEALING RESOLUTION 15-226.
WHEREAS, the Futures 2040 Metropolitan Transportation Plan's Draft Long Range Transportation System Guidelines for the Long Range Roadway System Map of the Albuquerque Metropolitan Planning Area designates Irving Boulevard as a Principle Community Collector; and
WHEREAS, the City of Albuquerque in 2015 began a planning effort to improve traffic flow capacities on the segment of Irving from Rio Los Pi?os Drive to Kayenta Place. To guide this process the City Council adopted R-15-226, which instructed the Department of Municipal Development to work with property owners impacted by capacity improvements on Irving while planning the improvements; and
WHEREAS, through the planning process it was determined that there are significant issues to be resolved and that such issues will require a number of years of effort between the City of Albuquerque and the affected residents and may result in solutions that require a more substantial capital investment than the City is able to achieve in the near future; and
WHEREAS, the 2016-2021 Transportation Improvement Program for the Albuquerque Metropolitan Planning Area identifies Federal Project A300870 as cross-section improvements to Irving Boulevard for Federal...
