APPROVING THE ATTACHED GRANT APPLICATION FOR THE DEPARTMENT OF JUSTICE, BUREAU OF JUSTICE ASSISTANCE 2017 NATIONAL SEXUAL ASSAULT KIT INITIATIVE (SAKI) IN FISCAL YEAR 2018.

WHEREAS, the Albuquerque Police Department has applied for this competitive funding opportunity; and

                     WHEREAS, the Albuquerque Police Department will use these funds to build capacity, infrastructure, analyze the untested 3,948 sexual assault kits housed at the APD’s Crime Laboratory; and

WHEREAS, the project design follows the recommended BJA Sexual Assault Kit Initiative (SAKI) model which allows for the completion of a formal inventory of all unsubmitted sexual assault evidence kits (SAEKs) in APD’s jurisdiction to fully document, describe, and direct solutions to the problems of untested SAEKs at APD; and

WHEREAS, this project will allow APD to coordinate with the Department of Public Safety on the statewide tracking system, monitor the investigative work by APD’s Sex Crimes Unit and strengthen the District Attorney’s prosecutorial efforts.

BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:

Section 1.  That the application with the Bureau of Justice Assistance in the amount of $2,990,796 in federal funds is hereby approved, and its acceptance and filing with the appropriate official or office is and in all respects approved. 

                     Section 2.  That the $2,990,796 is hereby appropriated to the Albuquerque Police Department in the Operating Grants Fund, 265, for Fiscal Year 2018 through 2020, and includes $174,604 in indirect costs that will be covered by the grant award.
