Council Bill No. F/S R-14-99, Enactment No. R-2015-11; Section 4 states, “In order to assess the effectiveness of the NTMP and criteria adopted by R-14-99, the Department of Municipal Development shall provide a report to the Council two years after adoption of this resolution.  This report shall detail all applications for Neighborhood Traffic Management received and analyzed under the policy adopted by R-14-99, the applications that met the criteria established by R-14-99, and the status of those applications which met those criteria, including availability of funding and/or the anticipated schedule for implementation.

Traffic Engineering has received approximately 200 applications.  Several of the applications were missing information that was needed to move the request forward in the process.  As a result, letters were sent to the applicant asking for additional information, of which only a few responses were received.  Over the last several months, funding, along with a method for prioritizing requests have been the two areas of focus by the Administration and Council.

 

Funding has been identified and the criteria for pre-screening the applications have also been developed.  The City of Albuquerque (COA) Engineer will review the application to determine if the request will meet preliminary criteria as described below:

 

1.                     Any roadway that is greater than a collector roadway will be automatically denied by the online application system for traffic calming. Classifications of roadways are determined by the COA’s planning department and MRCOG.

 

2.                     The application for traffic calming must be completed by a total of 3 RESIDENTS or a neighborhood association president or board member representing HOA or NA that are affected by the roadway segment.  Information must be provided to ensure neighborhood is in agreement for the need of a traffic calming measure. 

 

3.                     A petition shall be sent by the City to the designated neighborhood contact. They must have the petition completed and signed by TWO-THIRDS of the affected households for that street segment being considered. The affected households will be determined by the COA and provided to the applicant for reference.

Note: The application will then be considered ONLY upon completion of these steps.

 

For the requests currently under consideration, Traffic Engineering is in the process of sending petitions to establish 2/3rds support of the effected residents.  Traffic is also identifying those requests that will not qualify, based on the pre-screening criteria identified above.

 

Once applications have gone through the pre-screening process they will be prioritized as follows:

 

1.                     Residential Street sections with at least 50% of the houses facing the street for traffic calming.

 

2.                     Residential Street sections with two or more preventable accidents within 3 years. This would be followed by residential street sections with one or more preventable accidents within 3 years.

                       

3.                     Residential Street sections with 1000 or more vehicles per day for traffic calming.  This will require a traffic count which is less expensive than a full study.  This would be followed by residential street sections with 750 vehicles per day for traffic calming.  This would be followed by residential street sections with 500 vehicles per day.

 

4.                     Collector street sections with 1000 or more vehicles per day for traffic calming. This would be followed by collector street sections with 750 vehicles per day for traffic calming.  This would be followed by collector street sections with 500 vehicles per day for traffic calming. 

 

As studies are completed, those applications with merit will be pursued for implementation.  In the interim, the additional requests received beyond those on the priority list will be carried forward for future consideration.  Those requests found without merit will receive no further consideration for three years. They can then be resubmitted for consideration.
