AMENDING THE ADOPTED CAPITAL IMPLEMENTATION PROGRAM OF THE CITY OF ALBUQUERQUE TO PROVIDE FOR A SOCCER STADIUM FEASIBILITY STUDY AND AUTHORIZING THE DIRECTOR OF COUNCIL SERVICES TO ENTER INTO A CONTRACT FOR COMPLETION OF THE STUDY.
WHEREAS, the Capital Implementation Program of the City of Albuquerque is governed by the requirements established under Section 2-12-4 ROA, 1994, which provides for amendments to the approved program; and
WHEREAS, the Albuquerque Sol Football Club was established in 2013, and participates in the Premiere Development League (PDL), a development league sponsored by United Soccer Leagues (USL) which forms part of the United States soccer league system and is considered the top-level men's amateur soccer competition in the United States; and
WHEREAS, the Albuquerque Sol Football Club is currently seeking entry into the USL, a professional men's soccer league in the United States and Canada; and
WHEREAS, participation in the USL requires that the Albuquerque Sol Football Club be the primary tenant or owner of a 10,000 seat stadium; and
WHEREAS, the popularity of soccer has increased in the Albuquerque area in recent years and construction of a professional soccer stadium would provide economic development opportunities for the City; and
WHEREAS, the appropriation of funding for a soccer stadium feasibility study is timely and necessary for the City to serve its citizens.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. That the following appropriations are hereby made and/or changed in the Capital Acquisition Fund (305) as indicated.

The scope of the project is to conduct a feasibility study to determine the
best location for a new professional soccer stadium in the City, and to
assess the related economic impacts.
