CITY OF ALBUQUERQUE PROJECT RECOMMENDATIONS TO THE MID-REGION COUNCIL OF GOVERNMENTS FOR INCLUSION IN THE 2040 METROPOLITAN TRANSPORTATION PLAN, AND FOR CONSIDERATION OF FEDERAL FUNDING IN THE PROPOSED FY 2018 TO FY 2023 TRANSPORTATION IMPROVEMENT PROGRAM FOR THE ALBUQUERQUE METROPOLITAN PLANNING AREA AS REQUIRED BY COUNCIL BILL NO. O-07-89.

WHEREAS, the City Council passed and adopted Council Bill No. O-07-89 on September 5, 2007 establishing procedures for the inclusion and amendment of projects in the Metropolitan Transportation Plan (MTP) and the Transportation Improvement Program (TIP) of the Albuquerque Metropolitan Planning Area.  Submittals to the Council shall be made at least 30 days prior to the deadline for project submittals as established by the Mid-Region Council of Governments (MRCOG).  Project requests shall only be submitted to the MRCOG for inclusion in the MTP and TIP by City Council Resolution; and

WHEREAS, MRCOG has issued a schedule outlining each of the steps and the timeline for the preparation of the proposed FY 2018 to FY 2023 TIP; and

WHEREAS, in order for the City of Albuquerque to be eligible to receive federal transportation funds as a member of the MRCOG, a project must be included in both the MTP and the TIP; and

WHEREAS, in compliance with the procedures set forth in O-07-89, the Mayor hereby requests the City Council adopt an updated list of priority projects to be included in the 2040 MTP, and for consideration of federal funding in the proposed FY 2018 to FY 2023 TIP.

BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:

SECTION 1.                     The projects identified in Attachments 1 and 2 shall represent the official list of priority projects to be included in the 2040 MTP, and for consideration of federal funding in the proposed FY 2018 to FY 2023 TIP.

SECTION                      2.                     The Mayor is hereby authorized to submit project requests to MRCOG for inclusion in the 2040 Metropolitan Transportation Plan, and for consideration of federal funding in the proposed FY 2018 to FY 2023 TIP based on the Attachment 1 list of projects.  The Mayor shall ensure that all project submittals are made to the Mid-Region Council of Governments prior to the November 28th, 2016 deadline.

SECTION 3.                     The recommendation of specific projects to be selected from the priority list for consideration of federal funding in the FY 2018 to FY 2023 TIP shall be made jointly by staff from the Administration and the Council. The selection decision will be based on the regional significance of each of the projects and how well they are expected to score based on the established selection criteria agreed upon by the members of MRCOG.

SECTION 4.                       The City encourages the members of the Albuquerque Metropolitan Planning Area to support the advance purchase of right of way for the interchange of Paseo Del Volcan and I-40 and so as to acquire the land in a fiscally responsible manner and requests that the New Mexico Department of Transportation initiate the application process with the Federal Highway Administration for approval of the Interchange.

SECTION 5.                      The City encourages the Metropolitan Transportation Board to resolve issues with New Mexico Department of Transportation regarding the ability of member agencies to apply Federal Transportation Funds for the purchase of Right of Way and the removal from the region of $14,000,000 of Congested Management Air Quality Funds assigned to the region through the New Mexico Department of Transportation State Improvement Plan.
