PROVIDING FOR THE AUTHORIZED STORAGE AND ADMINISTRATION OF NALOXONE IN PUBLIC SPACES TO HELP REVERSE AN OPIOID OVERDOSE.
WHEREAS, the City of Albuquerque recognizes that New Mexico has the second highest rate of opioid drug overdose deaths in the country; and
WHEREAS, the opioid addiction and overdose epidemic affects people in every walk of life; and
WHEREAS, the City of Albuquerque and Bernalillo County has one of the highest incidents of overdose deaths per capita in New Mexico; and
WHEREAS, the Office of National Drug Control Policy has stated that naloxone distribution is a key component of overdose prevention; and
WHEREAS, the State of New Mexico has expanded the use of naloxone, a prescription medication that can be used to reverse the effects of an opiate overdose, as part of its harm reduction program; and
WHEREAS, on March 4, 2016, Governor Susana Martinez signed House Bill 277 which received unanimous support from the New Mexico Legislature to allow for the possession, distribution and storage of an opiate overdose antidote (naloxone or Narcan(r)) by individuals and community organizations under a standing order and relieves individuals or registered overdose prevention and education programs from civil liability; and
WHEREAS, the purpose of this resolution is to promote public health, safety, and welfare by making naloxone more readily available in the City while protecting city staff and city resources from potential liability or other consequence related to its use or non-use; and
