RESERVING FUNDING IN FISCAL YEAR 2016 FOR AN ALBUQUERQUE POLICE OFFICER RETENTION PROGRAM.

                     WHEREAS, the City of Albuquerque has as one of its goals to enhance local law enforcement efforts thereby providing for the public safety and welfare; and

                     WHEREAS, the Albuquerque Police Department is addressing the potential loss of experienced officers due to their eligibility for retirement on December 31, 2015; and

                     WHEREAS, the City wishes to offer a monetary retention incentive for continued service to members of the Albuquerque Police Officers Association who are eligible to retire; and

                     WHEREAS, additional revenue has been identified in the General Fund for Fiscal Year 2016.

BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:

                     Section 1.   That the amount of $500,000 is hereby reserved in the General Fund (110) for a police officer retention incentive program, subject to collective bargaining. This amount is equivalent to a one-time benefit of $10,000 for 50 retirement eligible officers who choose to remain in service.  In the event that more than 50 officers are eligible, it will be the priority of the Council to identify and appropriate additional funding for the program.

                     Section 2.  That the retention incentive program called for in this Resolution shall only be offered to APD non-command staff, defined as members of the Albuquerque Police Officers Association with a rank of Lieutenant or lower.
