REPEALING RESOLUTION R-05-236 (ENACTMENT NO. R-2005-061) WHICH CREATED THE MAYOR'S OFFICE OF VOLUNTEER ENGAGEMENT (MOVE) ADVISORY BOARD; CREATING THE ABQ VOLUNTEERS ADVISORY BOARD; SPECIFYING THE MISSION OF THE ABQ VOLUNTEERS ADVISORY BOARD; PROVIDING FOR MEMBERSHIP APPOINTMENT, TERMS AND REMOVAL OF MEMBERS; CARRYING OVER THE MEMBERS OF THE EXISTING MOVE ADVISORY BOARD.  
           WHEREAS, R-05-236 established a Mayor's Office of Volunteerism and Engagement (MOVE) Advisory Board; and
           WHEREAS, the advice of the Advisory Board is non-binding on the City, but the recommendations of non-City entities and individuals regarding volunteer activities, especially when proposed, considered, and advanced through a formal advisory board, are welcomed; and
          WHEREAS, existing non-profit corporations and other entities, and numerous individuals have interest, experience or expertise that can provide helpful advice and assistance to the City as it initiates its operation and works to attain long-term sustainability of volunteer programs, networking, recognition and training; and
      WHEREAS, the Mayor and the Advisory Board desire to change the name of the Board to the ABQ Volunteers Advisory Board, to formalize the mission for the Board, and to modify the composition and terms of membership of the Board.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
       Section 1.  REPEAL.  Resolution R-05-236 (Enactment No. R-2005-061) is hereby repealed.  
Section 2. CREATION OF BOARD.  A City of Albuquerque ABQ Volunteers Advisory Board is created and shall be staffed by the Office of the Mayor.
      Section 3.  PURPOSE OF BOARD.  The sole purpose of the ABQ Volunteers Advisory Board or "Board" will be to advise and support volunteer activities, as defined by its mission statement. The Board will provide non-binding recommendations to the Mayor's Office regarding its ongoing and potential activities, and regarding its use of a City website that will be used as its primary tool for promoting and connecting volunteers.
      Section 4.  MISSION.  To provide programs to mobilize support, connect volunteers and assist organizations in building capacity to enhance the quality of life in greater Albuquerque.
      Section 5. MEETINGS.  The Board's Meetings are subject to the Open Meetings Act, Chapter 10, Article 15 NMSA 1978, as amended and supplemented from time, and shall be open to the public.
Section 6. REQUIREMENTS AND LIMITATIONS.   The Board shall be subject to, and shall comply with the requirements of the City of Albuquerque Public Boards, Commissions and Committees Ordinance, Chapter 2, Article 6, Part 1 ROA 1994 ("Ordinance"), regarding qualifications, appointment and conduct of members of the Board, except to the extent a specific provision of this Resolution conflicts with the Ordinance, in which case the specific provision in this Resolution shall control.  However, the Board shall have no authority to make city policy, and shall have no authority to make rules and regulations that are binding on the City of Albuquerque or the people of the City of Albuquerque.  The Board may adopt rules and regulations pertaining to the operation of the Board.
 Section 7.  MEMBERS.  The Board shall consist of up to 16 members.      Members shall be appointed from the broadest possible base of the community at large, and to the fullest extent possible, the Mayor will seek information from the volunteer community regarding potential appointees.  
       Section 8. TERMS OF MEMBERS.  Members shall be appointed for three year terms. No member shall serve more than two consecutive terms at a time.  Members whose terms expire may continue to serve until a successor member is appointed.  In such case when a new member is appointed, the term shall relate back to the time of expiration of the previous term. Service for a partial term of greater than two years constitutes a term for the purpose of determining the consecutive number of terms permissible.   The terms of the members of the Board shall be staggered so that three members' terms shall expire each calendar year.
Section 9.  REMOVAL.  A member of the Board may be removed from office by a majority vote of Board members for any one or more of the following reasons:
(1) The member has been absent from three consecutive meetings, unless the absence was excused by the Chair or Vice Chair. For this purpose, being absent is defined as not being in attendance for 75% or more of the duration of each officially called meeting.  Attendance by telephone is authorized and will count toward quorum for voting purposes.  Attendance and absences will be noted in official minutes.
(2) The member has been absent without an approved absence from more than 25% of the meetings during any twelve consecutive months.
(3) The member is incapacitated, neglectful of duty, or commits malfeasance in office as determined by the Board and approved by the Mayor.
       Section 10.  OFFICERS.  The officers of the Board shall be the Chairperson and the Vice-Chairperson.
       Section 11. CURRENT MEMBERS.  The current members of the Mayor's Office of Volunteer Engagement (MOVE) Advisory Board shall continue to serve on the ABQ Volunteers Advisory Board.
