RESERVING FUNDING WITHIN THE GENERAL FUND IN FY/14 TO PROVIDE FOR SALARY INCREASES FOR FIRE FIGHTERS AND EMERGENCY MEDICAL PERSONNEL, SUBJECT TO COLLECTIVE BARGAINING.
      WHEREAS, it is the intent of the City Council to recognize that employees of the Albuquerque Fire Department (AFD) provide critical emergency services to the residents of Albuquerque; and
      WHEREAS, these services include, but are not limited to, fire suppression, emergency medical services, hazardous materials containment and technical rescue; and
      WHEREAS, the actions of AFD personnel directly results in the saving of lives and property; and
      WHEREAS, fire fighter and paramedic retirement eligibility and changes to the New Mexico Public Employee Retirement Association (PERA) benefits may cause an increase in the number of personnel considering retirement in the near future; and
      WHEREAS, it is a benefit to the residents of Albuquerque to maintain a qualified and experienced core of first responders.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
      Section 1.      That Four Hundred and Seventy Thousand Dollars ($470,000) in the FY/14 General Fund Reserve (110) is hereby unreserved.
      Section 2.      That One Million Eight Hundred Thousand Dollars ($1,800,000) is hereby reserved within the General Fund to pay for salary increases for fire fighters and emergency medical personnel, subject to the collective bargaining process.
      Section 3.      That the funding reserved in Section 2 above represents an amount equal to a 2.5% pay increase for all members of the Fire Union, an additional 2% increase for lieutenants and drivers in order to equalize pay differences between ranks, plus a small amount for overtime.
