ASSIGNING SET A SIDE FUNDING TO COMPLETE THE TIJERAS ARROYO BIO-ZONE PLAN, ESTABLISHING A STEERING COMMITTEE TO ASSIST IN IMPLEMENTING THE PLAN AND MAINTAINING THE BIO ZONE.
WHEREAS, the Tijeras Arroyo from Kirtland Air Force Base's eastern boundary to Albuquerque's southeastern city limit is a unique open space experience that includes three bio-zones, the Lowland Mountain, Alluvial Fan and Short Grass Steppes. This is where the Arroyo becomes a subsurface flow and rock outcroppings and cottonwoods stands line the stream bed; and
WHEREAS, the Seventeenth Council adopted R-07-278 authorizing the development of a bio-zone plan for this reach of the Arroyo; and
WHEREAS, the Albuquerque Open Space Division completed the Tijeras Arroyo Biological Zone (Bio-Zone) Open Space Resource Management Plan in 2009, but the City has yet to adopt the Plan; and
WHEREAS, A need to complete the plan has been precipitated by the City's purchase these past several years of open space in the Arroyo, new federal requirements for cleaning water that flows into the Arroyo, and the impending construction of a community center and park on the adjoining bluffs.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. District 9, Parks Set A Side Funds are dedicated to completing the Tijeras Arroyo Biological Zone (Bio-Zone) Open Space Resource Management Plan.
Section 2. The City Of Albuquerque and the County of Bernalillo will seat a "Bio-Zone" Steering Committee of citizens and City and County staff to champion implementing the plan and maintaining the Bio Zone.
