AMENDING SECTIONS 2, 4, AND 5 OF ARTICLE I, REGARDING MEETINGS, AND SECTION 24 OF ARTICLE III, REGARDING THE LAND USE HEARING OFFICER HEARINGS PROCESS, OF THE CITY COUNCIL RULES OF PROCEDURE TO PROVIDE ADDITIONAL NOTICE PRIOR TO MEETINGS AND PUBLIC HEARINGS.
Section 1. Section 2 of Article I (Meetings) of the Rules of Procedure of the City Council is amended to read as follows:
"Section 2. Special Meetings. Except as provided in Section 4, special meetings of the City Council may be called by the President or by three Councilors, provided that written notice of such meeting shall be given to each member of the City Council at least seventy-two (72) hours before the time set for the meeting."
Section 2. Section 4 of Article I of the Rules of Procedure of the City Council is amended to read as follows:
"Section 4. Emergency Meetings. Notwithstanding any provision contained herein, the President of the City Council may, in the event of an emergency, call with whatever notice is possible under the circumstances, a meeting of the City Council to consider any matter. "Emergency" for the purpose of this section refers to unforeseen circumstances that, if not addressed immediately by the City Council, will likely result in injury or damage to persons or property or substantial financial loss to the City.
