MAKING AN APPROPRIATION TO THE CHIEF ADMINISTRATIVE OFFICE FOR THE CREATION OF A POSITION TO PROVIDE ANALYSIS AND DATA TO THE INDEPENDENT REVIEW OFFICE AND THE POLICE OVERSIGHT COMMISSION IN FURTHERANCE OF THE GOAL OF IDENTIFYING LONG-TERM TRENDS AND RECOMMENDING POLICY REFORM.
WHEREAS, the City of Albuquerque has as one of its goals to enhance local law enforcement efforts thereby providing for the public safety and welfare; and
WHEREAS, one of the stated functions of the Police Oversight Commission is to complete research and long-term trend analysis that will help to identify systemic issues that may have given rise to Citizen Police Complaints; and
WHEREAS, in order to ensure that the existing Commission has access to the data and information that it needs to become what it was intended to be and to instigate necessary reforms, it is necessary to provide funding for an analyst position for the Police Oversight Commission.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
Section 1. The following appropriation for fiscal year 2013 is hereby made from the unreserved fund balance in the General Fund 110 for the creation of a Management Analyst II position for the Independent Review Office:

Chief Administrative Office 36,000
Section 2. The City Council intends to fund this Management Analyst II position on a recurring basis beginning with the fiscal year 2014 budget cycle.
