RELATING TO CITY OF ALBUQUERQUE, NEW MEXICO SPECIAL ASSESSMENT DISTRICT NO. 228; RATIFYING THE PROCEEDINGS TAKEN IN PROVIDING FOR CERTAIN STREET, SANITARY SEWER LINES, WATER LINES, STORM DRAINAGE AND PRIVATE UTILITY IMPROVEMENTS IN SUCH DISTRICT; PROVIDING FOR THE PAYMENT OF THE COSTS AND EXPENSES OF SUCH IMPROVEMENTS; PROVIDING FOR THE FILING OF A CLAIM OF LIEN; ASSESSING THE COST OF SUCH IMPROVEMENTS AGAINST THE TRACTS, PARCELS AND LOTS OF LAND BENEFITTED BY SUCH IMPROVEMENTS; ESTABLISHING THE INTEREST RATES ON THE UNPAID ASSESSMENTS; AND PROVIDING FOR A PENALTY FOR DELINQUENT PAYMENTS.
