APPROVING THE PROGRAM MANAGEMENT OF THE ELEMENTARY AND MID SCHOOL INITIATIVE (EMSI) BY THE ALBUQUERQUE-BERNALILLO COUNTY (ABC) COMMUNITY SCHOOLS PARTNERSHIP.
      WHEREAS, the City of Albuquerque provides almost $1,400,000 from the General Fund for the Elementary and Middle School Initiative (EMSI); and
WHEREAS, through contractual services the Albuquerque Public Schools (APS) and Coalition of Charter Schools provides after-school programming at over ninety (90) school locations throughout Albuquerque; and
WHEREAS, these programs include academic, recreational and physical fitness activities; and
WHEREAS, there is a need to evaluate the effectiveness of these programs to ensure there is a balance between providing activities that will keep youth engaged during after school hours and involving them in positive recreational and academic activities; and
WHEREAS, the EMSI programs within the different schools do not appear to be consistent with regards to parent involvement, meeting the needs of the youth and  coordination with other programs; and  
WHEREAS, a Joint Powers Agreement (JPA) was executed between the City of Albuquerque, Albuquerque Public Schools and Bernalillo County creating the Albuquerque-Bernalillo County Community Schools Partnership (ABC); and
WHEREAS, the ABC has defined its mission as "To increase parent involvement, student academic achievement and over all community quality of life, through the creation and support of cooperative and collaborative working relationships with schools and the business community, social service agencies, government agencies , faith based organizations, civic groups, neighborhood associations and post secondary institutions"; and
WHEREAS, the ABC has the expertise available through its partnership as well as other community resources to effectively administer the programmatic component of the EMSI; and
WHEREAS, additional funding for the EMSI may be available through private foundations, including, but not limited to the Kellogg Foundation.
BE IT RESOLVED BY THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE:
      Section  1.      That the City of Albuquerque is authorized to enter into a contract or contracts for the purpose of delegating the program administration of the Elementary and Middle School Initiative (EMSI) to the Albuquerque Bernalillo County Community Schools Partnership (ABC).  
      The contract or contracts shall provide that ABC shall be responsible for reviewing and evaluating EMSI funding requests, program performance (including program reports) recommending changes needed to improve the quality and effectiveness of all EMSI funded programs, including, but not limited to, assisting participating schools in defining the scope and goals of the programs and assessing the results of the programs funded through EMSI.  The ABC may redirect funding to those schools determined to have more effective after school programs.
Section 2.  That the City of Albuquerque Department of Family and Community Services Fiscal Division and Albuquerque Public Schools, will continue to administer the financial component of the EMSI.  The Department of Family and Community Services will cooperate and coordinate with the Albuquerque Public Schools and the ABC regarding any funding reallocations deemed appropriate by ABC.
