Directing The Administration To Study Non-Automated Enforcement Methods Of Increasing Traffic Safety For All Traffic Signals Owned And Or Operated By The City Of Albuquerque, Including The Establishment Of A Universal Yellow Phase And An All-Red Interval Of Adequate Length; Inviting The County Of Bernalillo And The New Mexico Department Of Transportation To Participate In The Study.

WHEREAS, the citizens of the City of Albuquerque recommended that the City terminate its contract with Redflex for the operation of automated red light cameras at certain major intersections; and
WHEREAS, the purpose of the automated cameras was to increase traffic safety by reducing the automobile vehicle crashes at the intersections caused by motorists proceeding illegally through a traffic signal in the red light phase of a signal cycle; and
WHEREAS, other methods may be available to reduce such accidents including improving the operation of a traffic signals to provide adequate time for all vehicles crossing the intersection to clear the intersection; and
WHEREAS, one such method may be the a longer yellow and all-red phase at signalized intersections because intersections that have either a yellow phase or all-red phase which is too short, or both, tend to cause safety problems at those intersections; and
WHEREAS, the purpose of the yellow phase is to alert drivers that their right-of-way is about to end and, depending upon their relative proximity to the intersection, to permit them to come to a safe stop or allow them time to clear the intersection prior to the onset of the red phase; and
WHEREAS, the all-red interval of adequate length allows vehicles that have legally entered the intersection prior to the onset of the red signal to clear any potential points of conflict before ...
